fax client network setup failed

I have two twin Citrix Metaframe XP fL2 servers running on Windows 2000 SP3 platform. Server number 1 has all applications running and is the main server in the farm. All clients can connect to Server 1. Server 2 has all applications installed. It has been added to the farm but when I adjust the settings so that it will load balance with the server 1 I get this error message. "fax client network setup failed" when the clients try to connect. If I undo all changes and the applications are running from only one server, everything is fine. Anyone else seen this? If you need any more info to answer, please let me know.
