Favorites is not a "special folder"

IE6 will neither display, "add to" nor "organize" favorites for just one user on this machine. Other users' profiles work fine. In all cases the favorites folders are under ~documents and settings\name\favorites and the folders all work fine from a desktop shortcut. Working folders have been copied and the renamed as required to test for the user that has no favorites -- no joy.

Both of the following keys point to the correct file location: %USERPROFILE%\Favorites:

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\Shell Folders]\Favorites
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\User Shell Folders\Favorites

The most telling difference among the users is that "Favorites" does not show up in TweakUI (XP) in the list under "My computer". In other words, for one user "favorites" has lost it's special folder status.

Anybody aware of how this special folders list is derived?
