Favorites folder of 'All Users' not available 1

I have W2k, SP1. The 'All Users\Favorites' URLs are not available to anyone, not even to the 'Administrator' account. The shortcuts to programs and the desktop are available to anyone, but not the Favorites. Anyone know why?

Right click the taskbar>properties>click advanced tab > put a check in the display favorites box.
