Favorites bar IE8

What would be the best way to script adding favorites to the favorites bar in IE8?

create a shortcut pointing to a URL in

c:\documents and settings\user_name\favorites (WinXP)
c:\users\public\favorites (Win7)

This will put it in favorites but not on the favorites bar.

Upon further research the path is %USERPROFILE%\favorites\links for XP.
