Fatal Exception OE ... VXD sbpci (01)

Hey all,

My brother calls me with this blue screen error:
"A fatal exception OE has occurred at 0028:C17A8096 in VXD sbpci (01) + 002E146"

Pre March 15th, his PC ran fine. Kids installed & played Acclaim's 'Dave Mirra Freestyle BMX' that night. PC shutdown fine. March 16 to-date his system will not boot. When Win98 boots up it runs scandisk & finds no errors. It shows his wallpaper, loads McAfee, then nothing. Mouse can move around the screen but cannot left or right click. There is no taskbar hidden or showing onscreen. The keyboard does not respond except Ctrl-Alt-Del Task List which shows 4 programs [vshwin32, vsstat, webscanx,(all McAfee) & hidserv (USB)]. Neither the Windows key on the keyboard nor Ctrl-Esc respond to pop up the Start Menu. Caps Lock, Num Lock & Scroll Lock keys do not changing the lights over the numberpad. There is just his wallpaper with the mouse cursor. That is all that is onscreen.

Here is what little I remember of his PC since he lives 100 miles away:
Win98
Pentium III
3 year old HP Pavillion 9600 (Warranty ended 2 weeks ago, for real!)
Sound Blaster Sound Card
Infineon 128meg SDRAM
56k modem (booming with speed, the cheap bastard!)
McAfee preinstalled - never updated (the dumb bastard!)

He has been logged over 3 hours of HP tech support to no avail. He can boot to DOS with the keyboard functioning. He has manually deleted most of the files having to do with the Acclaim software. HP tech support ran him through restoring his registry & running his recovery disks. Nothing seems to work.

I have checked the threads here but it seems that when & if people have this error they actually can continue using keyboard/mouse in Windows. He cannot. I also seem to think that this not temperature related since he has not had this problem ever before.

I would appreciate any help for my dumb brother.

That error is from your Sound Blaster PCI Card. If you have a card, start windows into safe mode by rebooting the PC and holding the Ctrl key down while it is coming up. Either remove the software or re-install the Sound Card Drivers.

If you have an onboard soundcard go into your BIOS and disable it.
 
His PC will not boot into Safe Mode. He has the same problem of non-functioning mouse & keyboard in Safe Mode. Sound Card can be removed if needed. Should he remove actual Sound Card?
Software cannot be removed since Safe Mode cannot boot. Doug Corbett
