Fast busy signal when calling a certain local number, can call from cell

Hello all.

When dialing a certain local number from Avaya CM stations we get a fast busy tone. We are able to dial the number from cell phones. Any suggestions on what to look for? The PRI does not show on the caller ID like it normally would for PSTN calls so I don't believe it is leaving the PBX. Thanks!
 
Trace a station, make the call from that phone and see if it's trying to go out and what digits are being sent.
You can also use 'list ars route nnnnnnnnnn' to see what route pattern is getting used and what digits are being outpulsed. Tracing a station will confirm this data.
