Fast busy instead of dial tone 3

I just added a station and it goes to a fast busy on picking up the receiver and cannot be called. Incoming calls go to voice mail.
The phone is a 5410 and I swapped it out with another one and it wouldn't come up either.
Is it possible I'm out of licenses? How do I know?

Licenses have nothing to do with this!

1st question.. does the phone have a proper display on it?

2nd thing.. maybe get get a BP to help you out...

 
Check either call forwarding or DND is not turned on.
 
Sound like you only have made a station and forgot to make a user for it.

Phone has the proper display. Will check the cf and dnd, but I doubt that because outgoing calls do not work either.
 
Forwarding and dnd looks just like other working stations and yes I do have the user set up to look like other working users.

Have not rebooted. Good idea, I'll give it a try.
I do not remember how to monitor trace, can you help me with that?

Reboot did not help.
It may be my imagination, but it seems to take a little longer to go from outside line to the voicemail when calling this number.
 
is the phone set to forced login
if so you ned to login before you can make external calls (even though you will have the correct user number)

No it's not set to forced login. I am trying to get ahold of him to have him try to login anyway. I'm not sure how one goes about logging in, but my guess is to have him put in the password (which I have entered into the switch)on getting dial tone. Does that sound right?
 
If it takes longer to go to voicemail, maybe forward is on (of some sort). Have them press *00 to clear all forwards. Doesn't answer why outbound isn't working though..
 
Perhaps the extension is greyed out. If so then perhaps you have exceeded 32 stations.

 
You said you do have a user name and extension in the display correct?

It sounds like u have some feature enabled on user.. You can try to do a *00 to cancel see if that work..

Also check in the user Short codes and see if anything in there.

 
Just tossing one out. I forgot exactly what the display looks like when a standard mode ip500 exceeds 32 extensions. Pretty sure that extensions over 32 were greyed out and that maybe you could see the user name but that all calls were barred.
