to create a farm of 8 servers and allow the publishing of apps in a load balanced system - do you have to have a domain structure - are the servers allowed to be in a workgroup scenario
 
Yes can be in a workgroup but you would have to create local accounts on each server, which would be a pain. Better in an central authentication environment. AD NT4 or NDS.

going to populate the accounts through a nds dlu policy - just dont want the hassle of syncing accounts to AD -
 
In that case I think you have to use Zen too.

Question in regards to how to get two citrix servers to load balance an application when they are in a workgroup setting.

I have one server that is the 1st server in the server farm. The second server is connected to the farm. The users and groups are exactly the same on each server.

When I go to the Published application properties and select 'Servers', I can add the second server without a problem. but when I do, I cannot choose the users that can access the application.

Is there a way to get this to work without running a domain controller?
