Fans start but no POST

I have an older Compaq computer (About 4 years old. It is running an AMD K7 700. It was working OK, but it is in a factory setting so cleaned it just using compressed air. Now it will not Post or show anything on Monitor. I took out all cards including Video, disconnected all cables and power connectors to drives. I replaced the PS, Memory and reseated the CPU. Nothing. The fans start, but it will not post. Any ideas?
 
Any beeps, squeaks or other indications of life? Take out all cards except video and disconnect the IDE cables and power connectors. Try to get to CMOS page. Replace and test the monitor. Let us know what you find. Also the model number might be of assistance.
 
Try taking out the memory too... sometimes that will do it.

listen for that beep when the board first powers up. It will usually tell you about a POST failure.

Check the keyboard and mouse too.. does the keyboard flash or light up at all?

It finally worked after I changed keyboards. Why, I am not sure. The IBM keyboard (PS2) has always worked in the past on any system I have plugged it into. What ever the case, it is up and working fine. Thanks for your suggestions.
