fancy image map

I need to create something like an image map to do the following:

I have a picture of 50 or so people. Their names are all listed at the bottom of the picture. I want to format it so that when you mouse over the person, their name changes to bold. Also if you mouse over the name, their picture (their face) gets bigger.

I've heard that this can be done with flash or CSS but I'm not familiar with either so any hints would be helpful.
