False messages in general delivery

I recently installled a call pilot and a new MICS 6.0 system. The auto attendant is set to answer immediately. The problem I am having is that when people call in and hang up, (without going through the ccr or leaving a message) the system holds the call and transfers it back to extension 221 where it eventually ends up in general delivery as a busy signal. Disconnect Supervision IS enabled on all lines.(I double checked). Shouldn't the system detect when the person hangs up and let the call go?The customer doesn't like checking messages only to find them all to be busy signals.

Two things perhaps:

1. Check with a VOM that supervision is really active at the CO... you should see a wink when the callling party hangs up; and
2. adjust your disconnect supervision timer. Default is 460, try a lesser interval first.. 260 and work down.
