Fallback routing

I have a BCM400 v4.0 networked with 13 BCM50's (a mixture of R1, R2,and R3). I have tandem dialing and fallback routing set up. Everything works except for the fallback routing at BCM400. It almost works, the caller gets a recording that says "you have not dialed enough digits". I have, I think, everything programmed the same as in the BCM50's and they work. The only other difference is that the BCM50's have copper trunks and the BCM400 has a PRI. I have the latest (SU SYS-019) loaded on the BCM400.

Any ideas?
