Failover to IP Line / Trunks

I have an SCN 7 sites. 1 of the sites has a PRI that is down. I need to route the outbound calls through another site over the SCN. Changing the dial 9 shortcodes to the IP line number does not do it. Any ideas?

Still missing something. We can dial LD numbers but not local 10 digit:

1561-XXX-XXXX works fine

407-XXX-XXXX does not work
