Failover rerouting

I'm configuring ACD failover rerouting and there is a little issue. Call flow suppose to be like this. Call comes to one of two PRI trunks connected to two clustered 3300. There is number of DID answering points which routed (speed dial) to a 6160 server. The 6160 IQ server connected to the primary system which receives all the calls, matches against different rules and forwards some of the calls to ACD queues. If 6160 dies calls for each DID number should go to predefined ACD queue. If the primary system dies (and 6160 is not available), all the calls have to go to another ACD queue where resilient agents will failover.
And here is the problem.

I configure a networked resilient hunt group with dummy DN in it. Configure forward always to 6160, first alternative to the main ACD path, second alternative to the secondary ACD path on both systems. If I disconnect 6160 and the primary system alive everything in good, the first ACD path accepts the call. If I disconnect the primary system from network and PRI I see how agents failover to the secondary system. Dialing the secondary ACD path resulting that agents getting calls, BUT if I call hunt group, OUT OF SERVICE popes up, external PRI says "All circuits are busy". If I remove "reroute avays" and call hunt group again, call goes through to the second alternative without aby issues.
Besides that I tried to put a speed call as a member of a huntgroup instead of dummy extension - the same result.
Also tryed to put individual DNs of ports of 6160 server as members of the hunt group - the same OUT of SERVICE.

So, the question is what kind of altervative ways are possible to implement 3 points rerouting where the first one is a hunt group pointing to ports of 6160 IQ server.

Have you tried making the 6160 ports resilient? (Don't know if this is possible)

Failing that, Have you tried having half of the 6160 ports registered on the primary and the other half registered on the secondary with a networked hunt group?

1. In theory 6160 is not resilient but I'll try to make it up in the config
2. We need to buy a license for the second controller first.
