Failed to register plugin Error? in CE 8.5

When scheduling a report i am trying to schedule the output to a new location. I use 'CrystalEnterprise.DiskUnmanaged' plugin. Unmanged disk option has been enabled on the job server. But i still get this error

Crystal Enterprise 8.5
all components are on one machine.
Calling the plugin from an ASP page
