'Failed to open the Group Policy object' error

I cannot open Domain Controller Security policy on any of my Domain controllers. They are both Windows 2000 SP4

When I try and open Domain Controller Security policy console, I get the following error 'Failed to open the Group Policy object'

Microsoft has the following article -

How can I determine which policy to edit?

I ran Policytest and got the following:

DC: PDCname

In Site 'Sitename'

!!!Right not found!!!

DC: BDCname

In Site 'Sitename'

!!!Right not found!!!

How can I assign these rights?

Easiest way is to install GPMC on an XP machine. Use it to view the domain policies. Select the Default Domain Controller Policy. Clickt he details tab and note the GUID listed near the bottom of the display.
