Failed to initialize Windows Component Object Model (COM), EC=-1

When I try to backup SQL using Veritas
I get the error
Failed to initialize Windows Component Object Model (COM), EC=-1

I tried registering SQLVDI.dll, still no luck.
I have played around ODBC, Security and others... still no luck. Any help is appreciated
