Failed Meeting Request

I am running Exchange 5.5 on an NT Server. Currently we have encountered errors stating that "cannot send this meeting request the operation failed". This occurs when trying to schedule meetings from within a public calendar. All workstations are having the same "operation failures", so I do not think it is a permission issue. Any suggestions on how to approach troubleshooting or solving this issue? Thank you in advance.
