Failed Execute Package Task not using on Failure workflow

I am currently calling a DTS package from within another DTS package using the Execute Package Task. I also have "On Success" and "On Failure" workflows attached to this step. If the (child) package errors out, the parent package shows an "X" on that step noting the failure, but follows the "On Success" instead of the "On Failure" workflow. I have verified the direction of the arrows and workflow types.

All other task failure types follow the correct workflow except this one. Has anyone run into this problem before, or does anyone have a possible resolution to this.

Try setting the fail package on any error (or is it first error) property on the child package or set the fail package property on all the tasks.
A step failing does not necessarily fail the package.

Cursors are useful if you don't know sql.
DTS can be used in a similar way.
Beer is not cold and it isn't fizzy.

I have tried both the "Fail Package on First Error" and the "Fail Package on Step Failure". This works fine for the child package but when I try this logic at the Parent level, it's as if it doesn't recognize the step error at all. It does flag the step with an "X" if you run it in designer mode, but still proceeds to the next step on the "On Success" track and not the "On Failure" track.
