fail report sending result

does anyone know how to fail sending report if report is suppresed because contain no data?

Dear all,

I have one report and result could be changing, like :
1. only one result where
sum row a coulumn a = 0.00
sum row a coulumn b = 0.00
2. only one result where
sum row a coulumn a > 0.00
sum row a coulumn b = 0.00
3. there are several results where
sum row a coulumn a = 0.00
sum row a coulumn b = 0.00
sum row b coulumn a > 0.00
sum row b coulumn b = 0.00
4. there are several results where
sum row a coulumn a = 0.00
sum row a coulumn b = 0.00
sum row b coulumn a > 0.00
sum row b coulumn b = 0.00
sum row c coulumn a > 0.00
sum row c coulumn b > 0.00

I want to make if function if condition 1 or 2 or 3 fulfill
then failed the report

for ex :
if sum coulumn a > 0.00 and sum coulumn b >0.00
then 0
else sum coulumn a / 0

but the reports always fail even true result coming.

somebody help me please..
