Every time one of our users boots his laptop and logs in he gets a fAIL message (exact case). No other information is included and no event logs are written. It doesn't occur for the administrator.

I've deleted his local profile and let XP build a new one and we still get the error. Any thoughts on what this might be?

Sounds like something is trying to be created when he logs in. Does it happen if you promote his account to a local admin?

If not, run MSConfig and use it to stop programs running at startup (also check start menu)

Most people spend their time on the "urgent" rather than on the "important."
 
Are there any in house logon scripts or scheduled tasks which are failing?

I see lots of recommendations here for programs like -

Does he get the same message from a Safe Mode logon?
