The same way you'd do it with text.
Convert your picture into a symbol (graphic), and use a motion tween (with or without motion), setting the alpha of the first keyframe to 0% (to 100%) for a fade in, or setting the alpha of the last keyframe to 0% (from 100%) for a fade out!
