FAC's for specific numbers

We are having an exercise at work in which I will be building 50 IP phones for temporary use. The managers want 15 of these phones to not need an FAC to make LD calls and the other 35 to have FAC's. I have never built a phone without an FAC. Will these 15 need to be in a seperate CSS? What is the steps to do this?
 
yes you will need to create separate Partition and assign it to new CSS for FAC.

Do you have existing phones that do not need a FAC? Easiest way would be to take a look at one of them if you have it. (this may be obvious, but some people miss the obvious at times!)
 
No, all my phones use FAC's. I have about 1000 phones currently. This is the first request to not use them.
 
Create a new css for the non fac phones and a new partition called no-fac or something that makes sense to you. Add that partition to the new css as well as any other partition that it will need but ommit the parttions pointing to the FAC route patterns.
Create a new Route pattern that does not require FAC and put it in the new no-fac partition. Change the phones that you need to bypass fac to the new css and reset.
