Any recommendations for:

* cheap; and
* quick

fab-houses for 2-4 layer boards in prototype quantities (10 or so); who will also produce stencils ideally?

In the past I have used seeedstudio who satisfy the cheap bullet (you can get down to less than $1 per small board - quite a bit less if you pannelise). But they use china post so although the boards are produced in under a week, it takes at least another fortnight to hit europe.

so ideally looking for somewhere local to Europe that is in the same price range for prototyping (board only). So far all the others i have found are at least five times dearer.

Seeed's stencils are expensive though (at $70 for 370x470mm). They are acrylic so will wear down, so you'd need to pannelise a number of stencils on to one design.

Although my local maker-space has a few laser cutters available for lease by the hour (Eur20) - so that might be a viable alternative for stencilling.
