F984 - Forward to Voice Mail - Not working

I have a Customer that we sold a MICS w 4.1 and PRI as well as a NAM-8 Norstar Voice Mail 4.0.04C

Feature 984 shows inactive fature

All of the other Fcodes work. DOes anyone know WHY this would be?

Do a F903 to see if F984 is assigned.

F984 may not be available to the class of Service you are using change the mailbox Class of Service to 7 under mailbox programming...
