F71 Link feature comes up "Denied in Admin" cannot use 1

MICS 7.1 SW release. Press either 1/Feature button plus 71 or 2/try to program it with Feature button *3 programming code on a key and the display shows "Denied in Admin". Cannot use that feature and I need it for Centrex transfer.

CHECK ALLOW LINK IN LINES OR SYSTEM PROGRAMMING UNDER FETURES

It's under terminals and set>restrictions>set restrictions>allow link
