F12 Key not working

Hi all,
I have Toshiba Sattalite L300D laptop with windows 7. I cann't change the bootable sequnce by using F12 key. I tried with usb keyboard but problem is same.Some times other keys are working for few minites but F keys newer work.My requrement is to reinstall windows by using pen drive. Kindly help me to solve this.

What about changing the boot order in the BIOS?

is the usb drive bootable, and you have verified it by booting into it on another computer?
 
Have you tried holding the function ("F" Or "Fn") key while hitting the F12 key? A large number of newer laptops that have the Function key as part of the keyboard have the Function on by default in the BIOS. So to access the ACTUAL F## key, you have to hold the Function key down while hitting the F-Key. Or alternately, enter the BIOS and change this default to be F-Keys first and Function when holding Function (which is my preference).
