It is the voicemail that installs all F9XX codes onto the telephone system. If you were to unpack a brand new system and power up there will not be any 9XX codes in XFtest.
Therefor... disconnect power to your voicemail (only if it is not operating or operating incorrectly) test all 9XX feature codes on your system and remove all that are inactive. When you reconnect power to the voicemail it will reinstall all the 9XX codes it needs regardless of version.
