F-Route and paging over VOIP

Where do you configure paging between NEC8100SV systems? We have three locations, and would like to have keys programming to page over VOIP.

Bldg A: 3xx
Bldg B: 1xx
Bldg C: 5xx

F-Route tables look like this for one NEC:
44-02:
3@@
7911
7912
5@@
When we dial 7911: ICM Dial
When we dial 7912: ICM Dial no split (busy signal.)

Is 79XX an extension on the other side?
Is 79 set to network number plan in CMD 11-01?
 
As far as I know, 79xx doesn't dial an outside (VOIP) extension.

Our 11-01 looks like this:
1x 3 F-Route
2x 3 Not used
3x 3 F-Route
4x 3 Service Code
5x 3 Extension
6x 3 Service Code
7x 0 Not used
8x 1 Service Code
9x 1 Trunk
 
If 7X is set to not used, then what is 79xx supposed to do? Are you dialing 9 + 79xx?

If these are your entries in the F-route table, then first off, all entries should have the same number of digits, EX: 3@@@, not 3@@ if 7911 and 7912 are in the table as well.
However I do not see 7 as being allowed in your number plan, unless you are dialing a trunk access code first.
Is 11-01 expanded to 79? Look at all of the settings from 7x to 70, 71 etc. and see if there is anything set deeper into the numbering.
