ezuce openUC calling international through Definity

I have a customer who is currently switching over to ezuce openUC from their Avaya Definity. When they attempt to dial international they get a fast busy then set goes on hook. The ezuce system is connected to Definity through 4 dedicated lines, 2 PRI and 2 DS-1 in an NFAS group. These are connected to an AudioCodes Mediant 1000 which is then connected to the IP network. I have had no involvement in this set up so I am not entirely sure where to begin with troubleshooting. I'm thinking possibly something relating to the COR and/or ARS needs to be changed but need some help to know where to look.

So I'm assuming you are routing this call from ezuce -> Avaya -> outgoing trunk? You could list trace the TAC's on the tie trunk and outgoing trunk?
 
I ran disp cor 2, (COR 2 is the COR for tie trunk group) Where do I look to see if it has international permission?

Easiest way would be to put COR 2 on a phone attached to the Avaya CM and try an international call. Beyond that I can tell you that we restrict international via the Restricted Call list.

Disp Cor 2. Is Restricted Call List? set to yes? if so it references a restricted call list.

Currently this is how the COR is set up. In the system there is a COR 16 which has International as the description. There is a restricted call list but not in use by either COR.
