Eyedropper Tool Blocks Shape Menu Function

I recently purchased some more presets(One Click Wow) to add to my Photo Elements 2 software. One of the things they(One Click Wow) show you how to do is to create circular or elipsed images by clipping. Basically what happens is you create an editable layer and then use the shape tool to figure out what portion of the picture you want like a circular potrait shot or whatever. Now once you have the shape tool layer below the photo you click on the dividing line between the two images and a padlock appears: you then click on the padlock and it edits your picture so you have a circular section(or whatever shape you want). Here is where it gets crazy. On my program all of a sudden an eyedropper appears which will let me use every other tool in the toolbox EXCEPT The Shape Tools. The only way I can reactivate the Shape tool is to exit the program and restart the computer. What is going on...any help would be appretiated. I have already tried reinstalling the Photo Elements 2 original disc and it it still doing it...Pednar
