Extracting fields from record in a text file

I am having a proble in extracting fields in a text file which has several records, all records have a fixed number of rows and fields to extract are in a fixed columns and rows of each record will you help me please!

What specifically is your problem? And please don't say: "EVERYTHING"

Just be specific.

Yes, please specify, please show the code you are using, please note the errors you are receiving.

Are the fields actually fixed-length or are they comma-delimited? Have you opened the file for INPUT, RANDOM or BINARY? Are you using INPUT or GET in your read statement? Ah, so many questions.
