Extra user folders in Documents and Settings

For some reason Windows keeps creating extra folders in Documents and Settings. All the folders are named:
user.workgroup01, user.workgroup02, etc...
When I try to open one to view the contents, Windows Explorer freezes and I have to end it through task manager.
Plus, Windows Explorer is also freezing when I right click the start button. Does anyone know the fix for this?
