External voice mail indication

Client has a CICS with 7.1 & a CP100. However, client also has 1 line that passes through the system and assigned to 2 phones for people that are sharing office space. This line has External VM with Bell & not using the CP100 at all.

Client claims that the message waiting indication is only working on 1 of the phones for that line, when it used to work on both sets (so they say). I verified that it is set to Yes in programming but still doesn't work. What am I missing?
 
Make sure both sets have the lines as Appear and Ring and not just one (221) while the other (222) has an Answer DN for 221.

For both 221 and 222 : Sets/2XX/TelcoFeatures make sure Line 001 has Caller ID = Y and also that Extl VMsg = Y
