External user cannot leave voice mail

I'm in Ottawa, Canada.
I have Meridian Mail 10 running. Option 81C Rls 25.40B. one of my users has voice mail setup and all works ok. The problem is when a particular person calls from Bermuda using his cell phone, he cannot leave my user a voice mail. It says that the user does not subscribe to a voice mail service.

I try to replicate the problem by getting people to call from different areas in the US but it works ok.

What am I missing?

This on a DID or is he hitting Mermail/callpilot and entering the extension of the user?
 
Is this re-occuring? Has the person in Bermuda verified the number they are calling with you?
 
It is a DID number.

The person confirmed that they are calling the right number. I even see it in my CDR.

 
Figured out the problem. The user from Bermuda was actually hearing a different set of numbers when the system was telling him the mailbox did not exist. instead of hearing the 4 digit mailbox, he actually heard 10 (NPA-NXX-mailbox#. I added the full 10 digit extension in the extension DN field under her mailbox profile and it now works.
