I have a questions. I want a user to be able to access their mail from home. We have 1 public IP Address that goes to our router, then our Exchange 2003 server is on the local network with a private IP. How can I enable it so that the user can still check their mail from home?

Theres an exchange 2003 server forum here:

Otherwise, do a search for setting up OWA (outlook web access) (built into 2003) or for setting up a pop server on your exchange server...

You're asking for a whole heap of trouble though if you don't have a decent firewall between OWA and the outside world. RPC/HTTPS or even POP3 are other alternatives (to OWA), again though firewalling is essential.
