External USB HD boot error

I just got a new HD and was transfering some files to it (about 1GB) when it seemed to lockup. I unplugged it and restarted my machine (WIN XP). When I tryed to plug it back up the machine would recognize it in Windows Explorer but when I tryed to go to the drive I got this error message: "E:\is not accessible. The request could not be preformed because of an I/O device error." I plugged it into another machine (WIN XP) and it worked fine. I reinstalled the drivers that came with my machine and that didn't work. Then I tryed it on my new Dell and the drive gave me the same error message as before. I am really stuck. I think the drive is ok. Is there something I am missing in WIN XP that will get it up and running? Thanks.
 
If you see the drive in computer management\disk management then you might want to reformat it NTFS.
