external transfers

One of our offices cannot transfer to outside numbers. Internal transfers (to extensions) are working fine. If you hit transfer, 9+number, and hang up (even if you wait and make sure it rings), the call stays on the phone and never transfers. This has happened once before. I had previously searched for a solution to no avail and Catalyst had no answers, but the problem mysteriously fixed itself after a couple of days. Any ideas?
 
someone with Manager access disabled then enabled trunk to trunk in the systems, telephony tab
 
It sounds like you are trying to transfer a call to an outside line blindly. As far as I know that is not possible with the IPO. Try if you can transfer the call announced. Hit during a call the transfer button, dial 9+number wait till the other side answeres and then hangup.
