External transfers on a shortel Communicator 13.0

I am getting a pop up at the bottom of my pc that says transfer blind line device already in use when i try to transfer a call to an external number on the communicator.This happens very random. This system has a pri with a tik and 2 sg30s. Need to know what the transfer blind line device already in use means.
 
does the user have any callers on hold during this blind transfer? Try increasing the current call stack size of the user to see if that makes a difference.
