External transfer problem

I have a client that needs to transfer incomming calls to an off site location after the call has been answered. They are running 4.1 XC software. The extensions all have redirect allowed, amd pool A access. I have programmed routing to be 9+any digit, absorb 1 digit in Day, Night, and in all the other modes. When you answer a call and press the transfer key, enter 9 and then any other digit it says "Transfer Denied". I also programmed a speed dial key and if you answer the call, press Transfer and then the speed dial key the disply says "Transfer Denied". Thanks in advance for any help that anyone can give.
 
I have been getting the same thing but only on the calls that I initiate and then t ry to transfer. could youverify that you are trying to transfer an incomming call?

Now that you mention it, in testing I was initiating the calls and then trying to transfer them. I will check the problem on the incomming calls. Thanks.
 
Just an additional note.
Transfer denied can be a result of not having disconnect supervision support on your trunks.
Make sure that your lines are supervised and that the telco provides disconnect supervision on your trunks.
Also ensure that the system is properly grounded.
The ground lug on the power cord is used to provide disconnect supervision to the Norstar.
 
I'm assuming you've set up the transfers as routes in the system, correct? And not just trying to transfer outbound using the 7 or 10 digit telephone number?
