External Style Sheet Won't Upload

I created a website with a simple external style sheet. Everything is good to go, but when I go to upload it, an error message pops up saying that either the file doesn't exist or the permission settings need to be changed. This is my own personal computer, and I know the file exists.

I tried making a new CSS sheet to see if it was that particular css sheet but the same error pops up.

I haven't a clue as to what to do. Can anyone help?
 
here is my code:

.thumbnail {
font-family: Georgia, "Times New Roman", Times, serif;
background-color: #E0DFE3;
background-image: url(Images/bg.jpg);
}

I'm not sure how to attached a file in a post.

are you uploading the style sheet to your root folder on your web server? How, via FTP?
 
If the problem lies with the action of uploading the file itself, you should take this post to the relevant forum for your web server / FTP client, as it won't be CSS related.
