External Modem to COM1 not communicating

I'm trying to get a USR 56K modem to work on COM1 running Server2003. The modem is detected and when tested thru Device Manager it communicates fine. When I run a app to test it ("ModemTest") it fails to find the modem. I've tried this setup on 2 different Server2003 machines with the same results. Using the same modem, serial cable, etc on a WinXP SP2 PC everything works just fine. What am I missing here?
