external link opening page to specific frame contents

The goal is to create an external link which will open a page to a specific combination of frames and contents which is not the page's default.

The frameset we are working with can be seen at:


The goal is to create a link that would open this page not to the default "introduction" content, but to the "what's new?" content (second link in the left-hand frame), with the left-hand default frame remaining unchanged.

The URL for the target (what's new?) content is:


We suspect that a tag, perhaps an "A tag" may be involved, but need help in setting up a workable link.

Any help will be greatly appreciated.
