External hot desk issues MCD 4.1

Any one experience this issue

Scenario should be, call into office to assigned "hotdesk call back before digit collection" using mobile/cell phone, get busy and system should call back. However I never get call and always get missed call registered on handset.

Did some detective work. Setup up smdr to monitor in & out
"telnet-ed" into controller to port 1752 to watch activity

What is happening is this, the mitel sees incoming call which correctly IDs CLI and dials out immediately before I even get "busy call" registered on mobile handset. If I try again and hang up immediately after the smdr registers incoming call, I receive the hot desk call back.

So is there anywhere in 3300 config, I can delay outgoing call or expediate delivery of busy signal to mobile handset......
