External HDD woes

I have an old BENQ external CDRW enclosure. I want to use it to run a 20G HDD as an external HDD. The jumper has been placed on the MASTER setting, when I first connected it to the computer (running WIN XP SP2) it worked. As soon as I disconnected it from the USB and tried to connect it again, windows gives the "unrecognised device" notice. is there any other way to get around this issue, as an older 4.7G works perfectly (they are both SEAGATE's). I kow there is nothing wrong with the 20G HDD, because when i connect it to my computer internally, it works fine.
