External Hard Drive Problem

I purchased an external hard drive enclosure and installed a hard drive (works fine in the computer).

When I power up the drive it sounds like it normally does for the first two seconds then stops then tries to start again.

The devise manager, under USB Mass Storage Devise - properties – devise status - I see a message "no drivers installed", but if I go to driver tab it shows USBSTOR.sys as being installed. I tired uninstalling and reinstalling with no luck.

This is under windows XP. I tried the hard drive jumper set to Single or Master and without any setting (removed the jumper). Any ideas?

Needs to have SP1 or later installed for XP and USB2.
SP4 or later for W2K

Thanks for the suggestion but I already have SP1, it came with the computer.
