External Hard drive acting as usb 1.1 instead of 2.0

I got a Freecom 400GB USB 2.0 External HDD quite a while back. Its been working fine up til about a month ago when it randomly started acting as a USB 1.1 device instead of USB 2.0 when it's plugged into my pc. I've even got a new pc since this problem began and it still persists. Also acts as USB 1.1 on other pc's not just mine. I've changed cables, USB ports, but nothing is helping. Also when I plug in the HDD and turn it on, the pc beeps due to detection of a device, then pops up and says "This device can perform faster", even though it IS a USB 2.0 device. Weirder still, a few seconds after it's plugged in and switched on, my pc almost stops responding for about 30-60 seconds before the device autoruns :S
This is really annoying since I need to copy hundreds of Gigabytes of data off of it but it's far too slow to copy :( please help!
 
This problem came up recently with no solution (thread751-1463831) so I would proffer purchasing a new enclosure for the drive, either IDE or SATA depending on the type of drive.
