external foward one way communication

MICS 4.1 using external call foward with routes/ dest codes, T-1, and D.I.D. The calls go through- to a cell phone, but the user who recieves the call cant here the calling party. The calling party can hear the user on the cell phone. It is not just diminished volume, but a complete mute for the person recieving the call. The prossess works fine if the call is initiated from within the mics system (dn to fowarded dn).

Any thoughts on why this happening? Would line redirection make a difference? They are using the IC buttons for incoming calls. Can you redirect and IC?
 
FIRST I WOULD UPGRADE FROM 4.1, THERE WERE A LOT OF PROBLEMS WITH 4.0 AND 4.1 AS FAR AS T1

Allow me to answer my own question in case you ever run into this problem. The programming for this setup was that the target lines would "ring only" at the extensions. I changed the target lines to "appear and ring", and the problem was solved. This also allowed for line redirection, which was easier for the end user.
