External calls don't go to voice-mail box

I've got CUCM 9.1 and Unity 10.5..

I have a user's who's DN is configured on "call forward no answer" and "no answer busy" to go to voicemail. When I dial their number externally (11-digit dial), the call doesn't go to the user's voicemail. When I call the same number internally, it works just fine.

To make things even more odd, when I check the "Forward All" to voicemail box and call the number externally, it goes to the user's voicemail just as it should.

What gives?
 
Is it going to the general Unity message?


Also, if the voicemail box is checked, the CSS doesnt need to be set to anything.

Got this one fixed. After confusing Cisco TAC with this problem, I called the phone company. Turns out that there was a fwd-no-answer set up for this number. If you didn't pick up in 4 rings, it forwarded the call to another which went to the generic Unity prompt.
