External call won't go to VM if transferred to busy extension BCM 400 3.7

I have a BCM 400 sw3.7 here with 7 analogue loop start lines.

If user A is on the phone and an external call comes in to that phone it will go to voice mail (good).

If user A is on the phone and person B gets a call for user A and tries to transfer it to user A you will get unavailable / busy (BAD).

I need to make sure that all calls transferred to a phone will go to VM regardless of the state of the phone (busy, DND, etc).

I'm a M1/CS1000 programmer and have no clue where to look in the config tool to fix this problem, can someone please point me in the right direction.

This may have something to do with it, when I enable DND on a phone if I transfer a call to that phone it bounces back, it does not go to voice mail. How do i get a call to go to the users voicemail when dnd is on.

Try this ---Set Capabilities - Uncheck DND on Busy.

If selected a second call coming into a busy line does not ring.

DND on busy is set to N (no) same thing happens. If on the phone and you transfer a call internally to that phone the call will bounce back.
 
Feature 984 (forward all calls to voicemail) can be used instead of DND.
 
The feature 984 will work if you want calls to go to vm when on the phone, but I want it to ring the 2nd line on the phone first and if you don't answer it then goes to VM for all calls transferred to the phone.

this if for a support number, they don't use DND, but if they are on the phone you can't xfer a call to them, it will bounce back.

-What exactly is on the display? Unavail or busy?
-Are you absolutely sure of the DN on phone A? F*0 Intercom to see it.
-Where does phone A point to under Capabilities for both Forward No Answer and for Forward Busy? they should both point to Callpilots DN.
